Experimental Universal ABS / TCS

Universal ABS/TCS allows you to enjoy ABS and traction control on any vehicle, without any "electronics" per se: it overrides player input to limit acceleration and/or braking. It's primarily a mod for keyboard/mouse players who don't want electronic assistance, especially on older and/or unequipped vehicles. Its implementation is quite minimal: the logic is taken from ai.lua and refactored for the project's needs. The mod includes a simple GUI-app to activate ABS and TCS independently. It's a prototype/proof of concept, works well in most situations, but not always optimally. NOTE: This is my first contribution, so I apologize in advance if there's anything wrong with my post or mod.
