Experimental Trailer Feet Power Fix

If you are like me and having issues with trailer feet failing to raise and lower from vehicle interaction inputs or keybind inputs this mod will fix that. Once put into your mods folder it restores the trailer feet functionality like it should have been so you can raise and lower the legs again. This is a temporary fix for the electric motor's energy management logic for updateEnergyUsage() where it saw a energy storage configuration but registered no battery so hasEnergy was set to false and called disable() making outputTorqueState set to 0
