Beta MBB Traffic Unstuck

I made this specifically because i was havng issues with traffic sitting at a stop sign and not moving at all once i got into a police car in RLS career. The issue itself was within the base beam ng code, but it only did it once i got into a police vehicle. The stuck cars wouldnt despawn either so it would cause issues with having basically no traffic while trying to patrol as a cop, so this mod i made helps fix that. I made a keybind so you can press the button when near the stuck traffic that wont move, and it runs a command that forces them to keep driving. Search "MBB" in the controls menu and you will find the keybind option. This is specifically for people experiencing the same issue im having. Otherwise theres no need to download this.
